Recruitment Procedure for the First-Time Academic Teacher Position Using Budgetary Funds in accordance with the OTM-R policy

In accordance with §160 of the Statute of the Jagiellonian University, the initial employment of an academic teacher at the University — whether for an indefinite period or for a fixed term longer than three months and exceeding half-time employment — must follow a competitive recruitment process.

According to Ordinance No. 61 of the Rector of the Jagiellonian University of April 28, 2022, the University has implemented a Policy of Open, Transparent, and Merit-Based Recruitment (OTM-R).

The aim of this policy is to create a recruitment system that ensures the selection of the best candidates by establishing clear rules and standards for hiring both academic teachers and research staff who are not academic teachers.

More information on the OTM-R policy can be found at:   https://cso.uj.edu.pl/politykaotmr

The first-time employment of an academic teacher in a full-time position must be conducted through a competitive recruitment procedure.

Recruitment procedure

According to § 176 of the Statute of the Jagiellonian University, the competition is announced by the Rector of the University upon the request of the Dean.

The competition is carried out by the appropriate Faculty Committee.

In accordance with the principles of the OTM-R policy, the competition should follow the stages outlined below:

1. Request to Open the Competition

At the FAIS Faculty, the competition procedure is initiated by the Director of the Institute, who submits a request to the Dean to open a competition for a specific position.

The request should include:

  • justification for the need to open the competition,
  • indication of the source of funding,
  • a completed “Competition Information” form, containing:
    • type of position,
    • job title,
    • academic discipline,
    • scope of responsibilities,
    • planned period of employment,
    • expected start date,
    • competition requirements,
    • list of any additional required documents,
    • contact person’s details.

The request is subject to an opinion by the Faculty Council.

2. Appointment of the Competition Committee

The competition procedure is carried out by the Faculty Committees for Competition Resolution, appointed by the Faculty Council separately for each Institute for a period of one year.

3. Rector’s Approval and Announcement of the Competition

The Dean forwards the request to open the competition to the Rector.

After obtaining the Rector’s approval, the Director of the Institute submits the announcement for publication.

In accordance with Article 119 of the Law on Higher Education and Science, the announcement of the competition and its result, along with justification, is published in the University's Public Information Bulletin (BIP) and on the website of the Minister responsible for science and higher education at least 30 days before and after the competition.

The announcement is also published in English on the European Commission’s EURAXESS platform for researchers: EURAXESS Poland.

It is also recommended to post the announcement on other academic job portals.

The announcement should clearly specify:

  • the start and end dates of the competition,
  • the participation requirements.

With the Rector’s consent, additional criteria may be included in the competition announcement, provided they do not relate to possessing or being required to obtain a doctoral degree, postdoctoral degree, or professorial title.

Current templates for competition documentation for various academic positions are available at: https://cso.uj.edu.pl/konkursy.

4. Submission of Applications

Candidates submit the required documents electronically to the email address specified in the announcement. Each candidate should promptly receive confirmation of receipt.

5. Work of the Competition Committee

The committee performs a formal evaluation of submitted applications (checking compliance with statutory and legal requirements, competition conditions, and completeness of documents). If necessary, candidates are asked to supplement their application within 7 days. The committee then proceeds to a substantive evaluation, assessing the candidate’s qualifications and achievements, and provides feedback with justification and information on the right to appeal.

The committee may:

  • conduct an interview with the candidate,
  • ask the candidate to deliver a presentation, lecture, or seminar,
  • request an external review of the candidate’s scientific, teaching, and organizational achievements by a reviewer from outside the Jagiellonian University in the same or related discipline.

6. Appeals

Candidates may submit an appeal within 7 days of receiving a negative evaluation.

The appeal should include the candidate’s objections and justification for challenging the decision of the competition committee.

The candidate selected by the committee must be immediately informed that an appeal has been filed.

Appeal forms are available at: https://cso.uj.edu.pl/politykaotmr.

Appeals are reviewed by the Permanent Rector’s Committee for Academic Staff, which:

  • notifies all parties of its decision within 7 days of the committee meeting,
  • forwards the outcome of the appeal to the Dean.

7. Final Decision

The competition committee presents its evaluation to the Dean or may request to close the competition if no candidate meets the requirements. Note: Decisions of competition and appeal committees do not guarantee employment.

The Dean submits a request to the Faculty Council for an opinion on employing the candidate recommended by the committee, including justification.

Upon receiving a positive opinion from the Faculty Council, the Dean submits a request to the Rector to employ the selected candidate. In case of a negative opinion, the Dean may request the Rector to employ the candidate nonetheless or to close the competition. The final decision rests with the Rector.

The Centre for Human Resources publishes information about the competition results with justification.

8. Principle of Transparency

At every stage of the procedure, all candidates should receive feedback.

All actions of competition and appeal committees must be documented in official minutes. A recommended template for the competition committee report is available at: https://cso.uj.edu.pl/politykaotmr.

Candidates may request feedback on the strengths and weaknesses of their application.
