Research Discipline Council for Physical Sciences

Act of 28 July 2023 amending the Act - Teacher's Charter and certain other acts

Please be advised that on September 6, 2023, the Act of July 28, 2023, amending the Act - Teacher's Card and certain other acts, entered into force.

Pursuant to Art. 12 of the above Act, the following changes are introduced to the Act of July 3, 2018 - Regulations introducing the Act - The Law of 20 July 2018 on higher education and science:
* the deadline for closing doctoral procedures is extended until December 31, 2024,
* doctoral studies can be conducted until December 31, 2024.

Due to the above, doctoral procedures will not be closed automatically on December 31, 2023, and doctoral students who have not exhausted their rights under the Regulations on Doctoral Studies may apply for an extension of the period of doctoral studies (maximally until December 31, 2024).

Notice from the Discipline Council of Physical Sciences regarding the deadline for submitting doctoral dissertations in doctoral dissertations that must be completed by December 31, 2024

In accordance with the new wording of art. 179 sec. 4 item 2 of the Act of 3 July 2018 - Provisions introductory to the Act - Law on Higher Education and Science, doctoral proceedings conducted in first instance and not completed by 31 December 2024 are closed. The phrase "completion of the doctoral proceedings" should be understood as the adoption by the competent body of the doctoral entity - specified in art. 178 sec. 1 of the Act of 20 July 2018 - Law on Higher Education and Science (Journal of Laws of 2022, item 574, as amended) - of a resolution on the awarding of the degree of doctor, in accordance with art. 14 sec. 2 item 5 of the Act of 14 March 2003 on academic degrees and academic title and on degrees and title in the field of art. Between the submission of the doctoral dissertation by the candidate and the adoption of the above resolution, a sequence of activities is performed as part of the doctoral proceedings, including: appointing reviewers, preparing reviews, adopting a resolution on accepting the doctoral dissertation and allowing it to be defended, conducting doctoral exams or defending the doctoral dissertation.

The Disciplinary Council points out that in light of the above provisions, it is not sufficient to submit the doctoral dissertation or conduct the defense of the doctoral dissertation by 31 December 2024. A resolution on awarding the doctoral degree must be adopted by that date. Otherwise, despite a positive defense (e.g. in December 2024), awarding the doctoral degree in January 2025 will no longer be possible.

In light of the above, the Disciplinary Council, taking into account the need to ensure the organisation of the course of doctoral proceedings during which the doctoral dissertation has not yet been presented, requests the immediate submission of doctoral dissertations, but no later than 15 June 2024. After this date, it will not be possible for the Disciplinary Council to conduct all stages of the doctoral proceedings by 31 December 2024, which will result in the impossibility of awarding the doctoral degree.
